About the Position:

UNFPA Serbia CO would like to engage PD Programme Analyst who will, under the supervision of the Head of Office, support the implementation of the CPD 2021-2025 and effective management of UNFPA activities in the area of population and development. Through analysis and assessment of political, social and economic trends, PD Programme Analyst will contribute to project formulation and evaluation, joint programming initiatives and national development frameworks related to population policies including, ageing and family friendly policies, as well as the transformation of norms, attitudes and behaviors.

PD Programme Analyst will assist in monitoring results achieved during programme/project implementation by using and developing appropriate mechanisms and systems and ensuring compliance with established procedures. The Programme Analyst will maintain collaborative relationships within UNFPA experts community, as well as with various partners at the technical level, such as UN agencies in the country; national partners, including government agencies, international partners, CSOs, experts, academia, private sector, professional associations, etc.

The Programme Analyst is located in Country Office (CO), and works under direct supervision of UNFPA Head of the Office and overall supervision by the UNFPA Country Director.

The Programme Analyst maintains collaborative relationships with all programme and operations staff at the CO, including the Head of Office, other Programme Analysts, Admin/Finance staff, as well as contacts with UNFPA Country Director (as required), and other UNFPA staff from the RO or other COs (as required).

 

You Would Be Responsible For:

Programme Management  Support 

  • Participates in the formulation of the country programme and specific projects, by compiling and analyzing information relevant to the UNFPA’s role in the country in the domain of population and development, drafting project documents and work plans. Identify sources, and gather and compile data and information for the preparation of documents, guidelines, and other material as required;
  • Analyzes and interprets the political, social and economic environment relevant to population and development and identifies opportunities for UNFPA assistance and intervention. Prepare materials for evidence-based policy dialogue. Keeps abreast of new policy developments and strategies analyzing policy papers, strategy documents, national plans and development frameworks, and prepares briefs and inputs for policy dialogue, technical assistance coordination, and development frameworks;
  • By analyzing available national, regional and global evidence, provides consolidated inputs to UNFPA CO and Programme team on population strategies and priorities;
  • Provide technical backstopping and support to relevant surveys, research and analysis of population status and trends and readily useable methodologies, such as NTA etc., aimed at providing information and knowledge-base to policy makers, programme managers and service providers in the area of Population and Development;
  • Generates policy briefs, key messages, analytical papers and best practice summaries from UNFPA publications and programmes to be used for advocacy and sensitization of policy makers. Disseminate and promote the use of knowledge, evidence, lessons learned, and success stories and ensure their use to improve the effectiveness of the PD programme implementation;
  • Provide support to the relevant governmental institution regarding Census preparation and ensuring that Leave No One Behind (LNOB) is applied;
  • Facilitates implementation of assigned projects: In coordination with national counterparts and support project personnel in guiding routine implementation of assigned projects, assisting the delivery of project inputs, and ensuring participation of national counterparts in training activities and other project activities;
  • Evaluates project and programme activities, establishing and implementing mechanisms to systematically assess achievement of results; recommends corrective action, as required and follows up on recommendations. Participate in review meetings and evaluation missions and prepare regular inputs to status and progress reports;
  • Contributes to the work of the CO in various inter-agency coordination groups/bodies relevant to population dynamics, establishes collaborative relationships with executing agencies, experts, government counterparts and other UN agencies. Coordinates and contributes to cluster and regional-level interventions in the field of population and development, in close cooperation with senior UNFPA advisors/experts;
  • Assists in advocacy and resource mobilization efforts of the CO, by developing and maintaining a network of donor and public information contacts. Assists with organizing and conducting of donor meetings and public information events, including preparing relevant background material for these events.

Financial Management Support 

  • Assists in the management of the Programme budget, monitoring expenditures, and preparing revisions according to the project needs;
  • Supports the monitoring of project finances by providing necessary financial information and analysis, including implementation rate against indicators/results;
  • Detects potential over/ under expenditure problems and proposes remedial action.

Administrative Support to the Programme Unit

  • Provide administrative support to the IP in implementing project activities organization of events, meetings and workshops, etc.;
  • Develops tools and mechanisms for effective and efficient monitoring of project budget, coordinates compilation of financial data and provides accurate and up-dated financial information to Admin/Finance Associate on a continuous basis;
  • Support in procurement processes and initiates procurement procedures for office and project equipment, supplies and services in a transparent and cost-effective manner. Contributes to the smooth running of the project/office by ensuring provision and maintenance of services and supplies following-up processes and maintaining up-to-date inventory and records;
  • Supports the administrative and financial reporting of IPs in line with segregation of duties as per internal policy and is instrumental in supporting implementation of activities under direct UNFPA execution and direct payments;
  • Collect Vendor Forms and relevant documents;
  • Provides logistical support to programme activities (project missions, study tours, trainings, conferences and workshops) including travel arrangements, accommodation, collecting supporting documents and organizing the venue.

Supports knowledge building and knowledge sharing in the CO focusing on achievement of the following results:

  • Participation in the trainings for the operations/ projects staff on programme;
  • Contributions to knowledge networks and communities of practice;
  • Contributes to the creation and sharing of knowledge by synthesizing and documenting findings and lessons learned, success stories and best practices, strategies and approaches of the UNFPA Office and drafting relevant materials for dissemination.

 

 

Qualifications and Experience

Education:

Completed first level university degree in demography, statistics, economics, political science and/or other related social science field.

Knowledge and Experience:

Professional level with a minimum of 5 years of senior professional experience in the field of population and development, with the Governments and other senior stakeholders;

At least 5 years of experience in programme/project management, preferably projects that relate to demographics, rural development, and/or statistics;

Work experience within the UN system is an asset;

Experience in partnering with government institutions and CSOs;

Work experience in administrative support of development programme/project is an advantage;

Experience in working in a computer environment using multiple office software packages;

Fluent in English and Serbia language (written/spoken) is required.
